Technical Assistance

FEMA Funds for technical assistance projects have come available in recent Cooperating Technical Partner (CTP) funding cycles. These projects do not include funding for construction of projects, but they can be utilized for modeling mitigation scenarios for possible projects. These funds can be applied for grant-related purposes, ordinance or code support, engineering and analysis, planning, outreach and education. Communities within Kansas can apply for Technical Assistance support through KDA, though priority will be given where there are active mapping projects. Kinsley


Kinsley, Kansas, is located in Edwards County in the western part of the state. The current effective flood insurance study that went effective on 1/16/2008 shows that much of the town is at risk to flooding. KDA-DWR currently has a watershed project underway to produce Base Level Engineering (BLE) floodplain data for the Upper Middle Arkansas custom watershed which includes parts of Edwards County and the City of Kinsley. A technical assistance project was requested to study the flooding in Kinsley and determine possible flood mitigation measures.
