Animal Breeder License Application - any person in which all or part of 6 or more litters of dogs or cats, or both, or 30 or more dogs or cats, or both, are sold, or offered or maintained for sale, primarily at wholesale or resale to another.

To apply for a new application you will need to register/create your user, follow the steps below:

1. Open a web browser and go to https://ah.kda.ks.gov/web/
2. Click user not Registered and create your account into the Animal Health Portal with KS Department of Agriculture.
3. You will receive an email with your verification link. Follow/click on the link to create your username and password.
4. You can use your username/password to login to apply online.   

To renew:

1. You will receive an email from ah_notifications@ks.gov to confirm your email, as you already have an account in the system.
2. Click on the button to confirm your email, and you will create a username and password.
3. You will then be able to log into your account to view your current licenses and renew your license.

Animal Distributor License Application

Animal Distributor License Application - any person engaged in the business of buying dogs or cats (or both) for resale.

To apply for a new application you will need to register/create your user, follow the steps below:

2. Click user not Registered and create your account into the Animal Health Portal with KS Department of Agriculture.
3. You will receive an email with your verification link. Follow/click on the link to create your username and password.
4. You can use your username/password to login to apply online.

Retail Breeder License Application

Retail Breeder License Application - any premises where all or part of six or more litters or 30 or more dogs or cats, or both, are sold, or offered or maintained for sale, primarily at retail and not for resale to another.

To apply for a new application you will need to register/create your user, follow the steps below:

1. Open a web browser and go to https://ah.kda.ks.gov/web/
2. Click user not Registered and create your account into the Animal Health Portal with KS Department of Agriculture.
3. You will receive an email with your verification link. Follow/click on the link to create your username and password.

Hobby Breeder License Application

Hobby Breeder License Application - the operator of any premise where all or part of 3, 4, or 5 litters of dogs or cats, or both are produced for sale or sold, offered or maintained for sale. This provision applies only if the total number of dogs or cats or both, sold, offered or maintained for sale is less than 30 individual animals.

To apply for a new application you will need to register/create your user, follow the steps below:

1. Open a web browser and go to https://ah.kda.ks.gov/web/
2. Click user not Registered and create your account into the Animal Health Portal with KS Department of Agriculture.
3. You will receive an email with your verification link. Follow/click on the link to create your username and password.
4. You can use your username/password to login to apply online.

Animal Shelter or Pound License Application

Animal Shelter or Pound License Application - a facility which is used or designed for use to house, contain, impound or harbor any seized stray, homeless, relinquished or abandoned animal or a person who acts as an animal rescuer, or who collects and cares for unwanted animals or offers them for adoption. Animal shelter also includes a facility of an individual or organization, profit or nonprofit, maintaining 20 or more dogs or cats or both, for the purpose of collecting, accumulating, amassing or maintaining the animals or offering the animals for adoption.

Rescue Network License Application

Rescue Network License Application - the premises of a rescue network manager and all pet animal foster homes organized under that rescue network manager that provide temporary care for one or more dogs or cats not owned by an animal shelter that maintains a central facility for keeping animals. A rescue network manager is a person designated by the rescue network that is responsible for approving membership for each foster home, intake of all animals, maintaining all records, and ensuring compliance of each foster home that belongs to the rescue network.

Boarding or Training Kennel License Application - any person who operates an establishment where four or more dogs or cats, or both, are maintained in any one-week for boarding, training, or similar purposes for a fee or compensation.

2. Click user not Registered and create your account into the Animal Health Portal with KS Department of Agriculture.

Pet Shop License Application

Pet Shop License Application - any premises where there are sold, or offered or maintained for sale at retail and not for resale to another: (A) Any dogs or cats, or both; or (B) any other animals except those produced and raised on such premises and are sold, or offered or maintained for sale, by a person who resides on such premises. Pet shop does not include: (A) Any pound or animal shelter; (B) any premises where only fish are sold, or offered or maintained for sale; or (C) any animal distributor premises, hobby breeder premises, retail breeder premises or animal breeder premises.

Animal Research Facility License Application - any place, laboratory, or institution, except an elementary school, secondary school, college or university, at which any scientific test experiment or investigation involving the use of any living animal is carried out, conducted or attempted.
