On July 23, 2025, the U.S. Environmental Protection Agency (EPA) released for public comment its proposed registration for three over-the-top (OTT) dicamba products for broadleaf weed control in dicamba-tolerant cotton and dicamba-tolerant soybeans.
Dicamba is an herbicide that has historically been used for control of broadleaf weeds in a variety of food and feed crops and in non-agricultural settings. EPA’s proposed registration for these three dicamba products would allow postemergence applications on dicamba-tolerant cotton and soybeans, commonly referred to as "over-the-top" (OTT) use.
EPA’s memorandum does not include proposed labels; rather, it describes the rationale supporting the decision to approve the registration of the products and identifies proposed requirements. EPA is working with registrants to finalize label language. Public comments will be accepted by EPA until September 6, 2025.
Please note that EPA’s proposed registration decision does not mean that any dicamba formulations for over-the-top use is approved for applications in 2025.
